TSA Compliance

TSA's Alien Flight Student ProgramThe Transportation Security Administration (TSA) implemented its Alien Flight Student Program (AFSP) on September 20, 2004. AFSP is effective for aircraft weighing 12,500 pounds or less beginning tomorrow –Wednesday, October 20, 2004.* This program impacts every domestic MyFBO.com subscriber that provides flight training. For U.S. citizens seeking flight training, training providers (flight schools and independent CFIs) must verify citizenship from a list of documents provided by the TSA. Copies of the documents must be retained for five years. For non-citizens (foreign pilots, foreign student pilots, and green card holders), training providers must notify TSA via their web, photograph the student, assist the student in requesting a background check, retain the photo and other documentation for five years, and include the TSA’s student identification number in each student’s file.
MyFBO.com can help subscribers comply with the AFSP in either case. For subscribers who train U.S. citizens only, the online system’s “pictures on file” capability can provide permanent storage for the required documents. Using this capability will ensure that the documents are securely retained, and is very inexpensive – only $1 for each 50 pictures per month. (A picture can include images of multiple documents.) “Pictures on file” is presently being upgraded in several ways. First, it will be possible to upload oversized images from a digital camera or scanner. The online system will automatically compress those images for online storage. Second, the number of pictures per customer will increase from the present maximum of two to an unlimited quantity. And third, an archive capability is being created to allow you to avoid picture storage costs for inactive students. For subscribers who train foreign students, additional online capabilities that will allow online storage of all TSA-required data are available. This includes:

Flight School Security Awareness TrainingFrom the TSA: "The Interim Final Rule (IFR), Flight Training for Aliens and Other Designated Individuals; Security Awareness Training for Flight School Employees, was published in the Federal Register on September 20, 2004. The rule requires flight schools to ensure that each of its flight school employees who has direct contact with students (including flight instructors, ground instructors, chief instructors and administrative personnel who have direct contact with students) receives both initial and recurrent security awareness training. Flight schools may either choose to use TSA’s security awareness training program or develop their own program. If a flight school chooses to develop its own program, the program must adhere to standards in the rule. For current employees (those employees employed by the flight school as of January 18, 2005), initial training must be completed no later than January 18, 2005. For employees hired after January 18, 2005, initial training must be completed no later than 60 days after the date of hire. Recurrent training must be provided to employees each year in the same month as the month they received initial training."
